Biography

Born in Basrah, Iraq (1940) and obtained baccalaureate in Kuwait (1958). Venezuelan citizen, resident in Venezuela since 1967.

Economist, University of Innsbruck, Austria (1964); postgraduate studies in Political Sciences (University of Vienna). Doctor in Social Sciences, Central University of Venezuela (UCV).

Author of various books.

Researcher-professor at FACES-UCV, 1967-2017.

Co-founder of the Postgraduate degree in Petroleum Economics FACES-UCV (1973), in which he continued his academic activities as thesis tutor.

Co-founder of the Specialization in International Petroleum Politics and Commerce, of which he was Coordinator.

Founder of the magazines Reporte Petrolero, Enfoque Petrolero and Petroanalysis, as well as the programme Enfoque Petrolero on Venezolana de Televisión and on Radio Nacional de Venezuela.

Member of the Presidential Commission for the Hydrocarbons Organic Law 2001. Author-Assessor of Expertise on the Patrimonial Damage of the Petroleum Strike for the Public Ministry (2003).

Assessor to the Presidency of the Central Bank of Venezuela 2000-2017.

Assessor to Maraven Corporate Planning and to PDVSA Commerce and Supply (1987-1993).
